Elvin Ivan Y. Uy
Deputy Executive Director, Philippine Business for Social Programs
Elvin Ivan Y. Uy is the Deputy Executive Director of the Philippine Business for Social Progress. He ensures the effective and efficient management of programs, projects, and flagship initiatives of the organization.

Mr. Uy is a licensed Electronics and Communications Engineer with substantial experience in the private and public sectors. He served as Assistant Secretary in the Department of Education and was instrumental in the formulation of the landmark legislation, RA 10533, or otherwise known as the Enhanced Basic Education Act. He took the lead in coordinating with the Technical Education and Skills Development Authority, Commission on Higher Education and other relevant agencies (Department of Labor and Employment, Department of Interior and Local Government, Department of Budget and Management, Department of Science and Technology, etc.) in crafting the nationwide roll-out plan for the introduction of Senior High School in the basic education system. During this time, he spearheaded various initiatives of the Department in engaging industries and sectors for the crafting of the curriculum, and preparation for transition.

Mr. Uy graduated magna cum laude from De La Salle University and topped the licensure exam for Electronics and Communications Engineering in 2005. He also holds a Master of Science in Public Policy and Management from Carnegie Mellon University in Australia. He is a recipient of the 2017 Carnegie Mellon University Outstanding Recent Alumni Award.
