Hon. Kaka Bag-ao

Governor, Dinagat Islands

Governor Kaka Bag-ao is an alternative lawyer, community organizer, and human rights advocate. Before entering public service, she pursued cases for and with marginalized sectors like farmers, fisherfolk, workers, urban poor, women, and LGBTQ+ persons as part of her work in human rights and developmental legal resource organizations such as BALAOD Mindanaw, SALIGAN, and the Alternative Law Groups. She was the lead counsel of the Sumilao farmers, who walked the 1,700 km distance between Sumilao, Bukidnon in Mindanao and Manila.

In 2010, she was elected as the Representative of Akbayan Party-List in the 15th Congress. She pushed for legislation on gender equality, environmental protection, women and youth empowerment, food security, and just and rational land use management.She then ran and won twice as Dinagat Islands Representative in the 16th and 17th Congresses.She is the principal author of landmark legislation such as the Reproductive Health Law, the Sangguniang Kabataan Reform Law, and the Philippine HIV and AIDS Policy Act.

Now, she is the Governor of Dinagat Islands. The province has been in the national spotlight for its COVID-19 response. Gov. Kaka was one of the first to issue preparedness protocols against the pandemic-- four days after the announcement of the first case in the country. For more than half a year since the entry of COVID-19 in the Philippines, six months and twenty-three days to be exact, Dinagat Islands had no reported cases of infection. It was only during the influx of returning Dinagatnons (LSIs and ROFs) that the province recorded its first cases.

In spite of this and in spite of limitations in terms of resources and health personnel, Dinagat Islands, under the leadership of Gov. Kaka continues to fend off the virus while strengthening programs that seek to combat the economic impacts of the pandemic.

The battle cry of the province in fighting COVID-19 is "Our communities, our frontline." This shows that people's participation will always be the central component of the actions of the Provincial Government led by Gov. Kaka.
